What is a Partial Hospitalization Program (PHP)?
Often considered the midway point between inpatient and outpatient treatment, partial hospitalization programs (PHPs) are a specific type of intensive outpatient program (IOP) for addiction and/or mental health treatment.1,2 PHPs in Texas and elsewhere usually provide similar treatments and therapies to those offered in inpatient facilities, just at a lower intensity of care. Along these same lines PHPs offer more intensive treatment than general outpatient programs.3
The continuum of care established by the American Society of Addiction Medicine (ASAM) provides a bit more context. It’s organized into four levels of care ranging from .5 to 4. Within this ranking, PHPs fit into level 2.5.4
Although treatment durations vary according to the needs of each individual and facility, patients usually receive structured treatment for roughly 4 to 8 hours a day for a set number of days per week, and they return to their own homes at night.5,6 Thus, PHPs typically treat those with substance use disorders and/or co-occurring disorders who don’t need 24-hour supervision and are safe to spend the night at home without risks of physical harm and/or substance misuse.3,7
Some PHP patients have transitioned out of inpatient programs to continue treatment, as PHPs can provide an effective bridge between inpatient care and independent living.7 However, other patients choose PHPs as an alternative to inpatient care.
Keep in mind, however, that patients regularly transition between levels of care as necessitated by their unique needs. So someone might start in a Texas PHP but then switch to more intensive inpatient care to better address their needs—or vice versa.
How Much Does a PHP in Texas Cost?
Costs for Texas partial hospitalization programs vary; however, health insurance—including Medicare, Medicaid, and Tricare—cover the costs of PHPs to some extent thanks to the Mental Health Parity and Addiction Equity Act (MHPAEA) and the Affordable Care Act (ACA). These regulations require insurance companies to provide fair coverage for mental health and substance abuse treatment.9-13
The MHPAEA ensures health insurance companies provide the same level of benefits for addiction and mental health treatment as for medical and surgical benefits.9 Similarly, under the ACA, health insurance companies must cover essential health benefits, including mental health and substance use disorder treatment.10
That said, several factors can influence your level of insurance coverage and how much you’ll pay for a PHP. These factors include:

However, insurance isn’t the only way to pay for treatment, and a lack thereof shouldn’t be a barrier to getting the care you need. What Do PHPs in Texas Treat?

Similar to PHPs in many other states, Texas PHPs typically offer 20 hours or more of treatment services per week.8 However, based on patient needs and facility offerings, programming length varies as does the number of days per week patients receive treatment.
